Policy Making in Local Government

Incase nobody has noticed through the media, I am a huge policy guy and that is one of the main reasons I ran for City Council. I think policy provides direction and responsibility within an organization.
Policy allows for council to set forward a vision and puts in place rules that instruct staff to make decisions based on policy. Without policy, bureaucrats have too much power. Policy should be based on citizen input and common/modern public administration practice. Ideas for new policy originate with events that are deep-rooted in local value and proceed through a struggle for agreement on possible solutions. Policy analysis allows for choice which is then mediated through political negotiation.
